If anyone is considering hiring Kathy Jo Fowler of Clearwater FL as a caretaker or companion (live-in or not) I recommend you contact me for further information. At minimum, you should have a pre-employment drug test performed.
Kathy Fowler (an able-bodied person with only a limp) was hired by me to take care of my feeble grandmother, including bathing, feeding and all other matters. Instead of care, Kathy Fowler transported my senile 93 year old grandmother to the bank, obtained access to her funds and cleared out the account within days. Police got involved over this incident. Last information I heard was that after about 3 weeks Kathy had run through all the money and was homeless, looking for her next "mark".
Reports have been filed against Kathy with government agencies for foodstamp fraud, medicaid/disability fraud, unemployment compensation fraud, elder abuse, prescription fraud, financial fraud, theft, false address with drivers license authority, and practicing medicine without a license. Kathy's CNA license (Certified Nursing Assistant) is expired. Investigations are ongoing.
Kathy seems like a very caring and sweet person, but don't let this con-woman deceive YOU. She can turn on the tears at a moments notice and make you feel sorry for her. Don't fall for it. She's a good actor. Her typical con is to get you to feel sorry for her by any means. Then after you've taken her on, she starts to make demands that she is "entitled" to certain things (cars, diamonds and cash are her favorite). She is capable of putting on a very convincing display of being extremely distraut over her "dead husband" (she was not married to him and she was a drug-user-partner with him), or can act like she's extremely physically disabled. However, she can be very industrious and able-bodied when SHE wants something done. Climbing on chairs and ladders to decorate doesn't slow her down, she'll drive anywhere, and join any party. (She'll tell you otherwise... just read her disability application below!).
If you run across her or have a loved one connected up with her... I caution you.

In that application, Kathy claims she can't cook or take a shower or dress herself or do housecleaning. Kathy Fowler wrote this application during the time she was employed by me to do these exact things FOR my grandmother (who could NOT do them herself).
P.S. She stole my late grandfather's cane and refused to return it. She never used a cane except for her appointments for her disability application.
An audit of the grocery receipts Kathy gave me for the food purchases for my grandmother showed that Kathy had been paying for the groceries with Food Stamp debit cards (EBT), not with the cash I gave her. She pocketed that cash. My grandmother didn't have any Food Stamps. I found out that Kathy did.
My grandmother was on oxygen (24 hours a day) whereby you cannot smoke cigarettes in the building. Yet Kathy secretively smoked inside the building, lying about it and deliberately masking the smells. Once Kathy was moved out of the building, you could see where after just a few months the taped up photographs on her bedroom wall left outlines in cigarette smoke residue. Everything my grandmother had (from the sofa to all the clothes in her bedroom closet) were saturated with smoke. It's a wonder she didn't blow up the place. At least, my grandmother's COPD was likely exacerbated by Kathy's smoking in the house as she passed away a few months later. (And no, Kathy didn't go to the funeral; she was lying if she has told you that!)
Kathy took my grandmother to another doctor and obtained prescriptions that my grandmother never had before. Imagine my surprise to find out that these prescriptions were the same medication that Kathy was taking for herself! I took care of the finances, yet Kathy did not fill some of my grandmother's prescriptions because the co-pay was too high and Kathy didn't ask me about paying for it. Imagine that! I suppose Kathy didn't want me to find out that Kathy had obtained her own prescriptions under my grandmother's name.
Kathy refused to keep the patient care log she was presented. The log would have kept track of my grandmother's daily weight, blood pressure, hygiene actions, and what food she ate. I gave up trying to get Kathy to fill it out. I even tried to fire Kathy over the lack of care and repeated noncompliances, but my grandmother begged to keep Kathy around so I relented. Later, when I removed my grandmother from Kathy's care I demanded that log book. Kathy had tried to hide it in the trunk of her friend's car. We were able to get the log book. Imagine my surprise when I found every single day was filled out completely. Oh my! Kathy fed the most elaborate meals to my grandmother (all fictitious) including making meals from groceries that were never in the house. Imagine that! What a creative little buggar Kathy is. This filled-out log told me two things: (a) that Kathy KNEW what level of care she was supposed to have done, but didn't, and (b) that Kathy intended to hire out with another elderly person and wanted to use that log as proof of her wonderful care. The log book was filled out at Kathy's leisure and with Kathy's imagination. I have the grocery receipts and nothing matches. There were a lot of entries of "pork chops and asparagus". Click here for a sample of the log. The log of food continues into the future; beyond the date my grandmother was removed from the home.
I also discovered in the log book Kathy's notes where she had been scheming for months to have my Power of Attorney revoked. She had numerous and various notes scribbled in my grandmother's care book with about a dozen law office phone numbers alongside notes about how to get a POA revoked. However, Kathy obtained access to my grandmother's checking account which was far more remunerative to her (she got all the money). If my grandmother had wanted to change Power of Attorney from me to Kathy, she could have done it at any time. It didn't require an attorney at all. So Kathy was scheming this without the knowledge of me OR my grandmother. Here are three scans of pages showing Kathy's notes: page1 page2 page3. You decide for yourself if this is normal. Besides, it was specifically against her employment contract to meddle in such affairs.
Missing from the log book was every single page from the home health nurses and all notes of medical care that my grandmother had been given in the previous few months. I couldn't seem to get Kathy to cough up those documents. What she'd want them for, I'll never know. I had seen these documents before and left them in the residence where they would be of use the next time a healthcare specialist came. They should have been in the residence when I removed my grandmother. Kathy refused to give me access to a locked filing cabinet she kept. I suspect everything that was "missing" was in that filing cabinet.
Everything pretty, Kathy made sure was out and visible. Anything related to my grandmother's care was shoved into my grandmother's bedroom and hidden away from Kathy's view. Though Kathy bragged about taking my grandmother for a walk daily in the wheelchair, no one ever saw Kathy do it, and I repeatedly found the wheelchair shoved into the back of my grandmother's clothes closet behind the clothes. I would take it out and put it on the front porch where it could be useful. It was always put back into the clothes closet. Of course the two hall closets were full of Kathy's "stuff". I tried instructing Kathy verbally, then tried in writing (see sample). Nothing worked. Kathy even put my grandmother's hygiene care items in her bedroom instead of leaving them in the bathroom where they belonged.
Investigative reports show that Kathy spent much of her time away from the residence for hours at a time, leaving an invalid alone with no access to a telephone and without notifying me so I could be present instead. Her repeated negligent actions despite efforts to correct her behavior tells me that Kathy had knowingly and deliberately neglected a dependent person in her care, and repeatedly exhibited willful noncompliance with her employment contract. Kathy's unwillingness to admit to these actions and her attempts at covering it up tells me that she's only interested in "not getting caught".
Kathy continues to tell "colorful stories" about her wonderful care of my grandmother, her love for her, her attendance at my grandmother's funeral (a lie), her losing this job "because the old woman died" (a lie), are just more actions of this con woman with no conscience.
